Urbeika safeguards the urban cognitive kernel so it can be operated without losing three non-negotiable conditions: integrity, continuity, and non-arbitrariness.

Authorized exploitation does not open the kernel. It defines the exact perimeter under which an operator can use capabilities without acquiring ownership, without unilaterally extending scope, and without compromising stability.

Today, the Certified Operator Company is the primary authorized operator: the product and operations layer used by the market. Urbeika keeps governance of the kernel, structural continuity, and the technical boundary that makes that relationship defensible.

Definition

Ownership is not transferred. Exploitation rights are granted over a defined perimeter.

Authorized exploitation is not a soft license or open access with generic terms. It is a technical, contractual and operational relationship where the operator can build business over enabled outputs and maintain continuity inside a defined perimeter, without acquiring kernel ownership, structural control, unrestricted perimeter access, or unilateral expansion rights.

Operational guarantees

Urbeika does not only safeguard IP. It safeguards an operating perimeter: reserved boundary, traceability, continuity and sovereign controls.

Reserved perimeter

The kernel is operated through controlled interfaces. Authorized operation is never an inspection or modification right over the reserved perimeter.

Continuity and HA control

Continuity is not left to personal discretion. Urbeika retains structural high availability, incident classes, response and restoration targets.

Change governance

Relevant releases, severe incidents and boundary conflicts are classified and traced under explicit rules and, when needed, boundary committee review.

Operational auditability

Authorized exploitation does not require opening the kernel, but it does require explainability: auditable artifacts, metrics and evidence.

Sovereign ingress control

Hot-path ingestion is dual: mandatory upstream filter in the operator and sovereign edge filter in the kernel. No bypass policy.

Certification and revocation

Certified operator status is conditional and revocable. Audit refusal, bypasses or non-authorized PII are material causes for suspension.
